March 11, 2024 – City Council Meeting

Transparency, accountability, and community engagement are essential in a democracy. Local government is important and City Council meetings provide insight into what’s happening in your community. Here is a summary of the March 11, 2024 Regular + Study Meeting of Livonia City Council.

Council recognized the Livonia United Girls Hockey team and Livonia Middle School Pompon team. The Pompon team are back to back state champs.

Mayor Brosnan introduced the new Director of Government Affairs, Robb Drzewicki.

Matters relating to human trafficking and drug use along Plymouth Rd was sent to the Public Safety Committee.

The following was passed unanimously:

▪️ Pastor Foundation for Kids recognition request for a raffle fundraiser

▪️ Acceptance of quit claim deed with Leo Soave for parcels on Plymouth Rd

▪️ Scheduled Closed Committee of Whole meeting for March 13th to discuss pending case Croskey et al v City of Livonia (Wayne County Circuit Court Case No. 22-011590-NZ

Roll call vote for a proposed amendment that will put the supervision of the Council Administrator under the City Council rather than City Clerk. This was unanimously approved and will go into effect following a non-veto letter from the administration and public notice released in Detroit Legal News.

New Oakland Centers withdrew its request for a special waiver to establish a short-term stay youth mental health facility at 5 Mile and Middlebelt. At request of majority members, a vote was taken on the petition and it was unanimously denied.

Council unanimously approved a revised agreement with Livonia Public Schools for tax collection. The prior agreement was established in 1994 and in perpetuity, the new four year agreement charges the district $5 per parcel. The City will keep 100% of interest from collected funds this year and split it 50/50 moving forward.

Items put on the consent agenda:

▪️ Noise ordinance waiver request by MDOT for construction project at Ann Arbor Rd between Newburgh and Market Street

▪️ Noise ordinance waiver request by resident for graduation party

▪️ Appointment of Paul Bernier and Roger Spence as 16th District Court magistrates

▪️ Approval to ask Wayne County for partial road closures for Memorial Day Ceremony (May 25th) and Merry + Bright Parade (December 8th)

▪️ Bid requests from DPW for aggregates, tree planting, and equipment

▪️ Purchase request for air-cooled chiller at the Civic Center Library

▪️ Storm water maintenance agreement with 7 Mile Speedway Intergovernmental agreement with MDOT for road repair on West Chicago between Harrison and Inkster

Council moved forward with an approving and denying motion for the extended waiver use approval to be transferred to the new owner of Elite Foot Spa, LLC at Plymouth Rd.

Council put DPW request to purchase a bulldozer and wheel loader on the regular due to additional questions about usage and investment.
