Subject matter of proposed amendment to put the Council Administrator under the direction of City Council instead of City Clerk
Currently the Program Supervisor for City Council reports to the Clerk’s office but Council would like to see an ordinance drafted that would place the civil service position within Council and reporting to the Council President. This will be brought up at the next Council meeting.
Subject matter of Zoning Board of Appeals appointments
City Council members appoint members to the ZBA. It was clarified that an ordinance isn’t required to set a procedure. A rule of Council will be followed that if an open seat becomes vacant, the person with the most tenure without an appointment will select the new member. If there is a tie in tenue, the top vote getter would make the selection.
Matter of residential blight and matter of vacant and abandoned fee schedule.

Director of Inspection, Jerome Hanna, provided an update. There are still procedural matters that need to be sorted out and it’s expected that the administration will be providing a city-wide update on fees.
The matter of raising residential chickens within the city.
There were many residents present to speak on this topic. Livonia currently allows chickens without restriction on RUF property, the conversation centered on allowing homeowners in N2 to be allowed to have 4 to 6 hens (no rooster), with a permit, inspection and approved site plan with neighbor approval. Given the nature of the topic and outstanding questions, the matter will remain in committee.
The matter of restricting gas stations to two at any intersection
The Law Department has drafted an ordinance, and it will be referred to the Planning Commission for a hearing.
