December 11 – Capital Outlay and Infrastructure Committee

On Wednesday, December 11th, City Council held a Capital Outlay and Infrastructure Committee meeting to discuss the planning, design and construction of the new Civic Center campus.

The administration invited Plante Moran Realpoint (PMR) to provide an update on the selection process for a construction manager and an architectural/engineering firm for the new police station.

9 proposals were submitted for the City Hall Construction Manager RFP and Frank Rewold and Sons was recommended for a number of reasons including their experience with pre-construction scrutiny of architectural designs, they came in below budget on fees and the City receives 100% of all cost savings. The recommendation moves forward with an approving motion.

8 proposals were submitted for the architectural/engineering bid for the new police station and Hobbs + Black was recommended by the administration for a number of reasons including their experience in the specialized field of designing public safety buildings, their below average fee (4.7% versus industry average of 6% due to clear scope of project). Unlike the City Hall project this project will not be funded by a bond but by a proposed millage that will be sought in 2025. These services will be paid from the building improvement fund (not to exceed $1,658,000) and repaid by a millage. If a millage does not pass the architecture plans will be complete but tabled until funding is found. This recommendation moves forward with an approving motion.
