October 16, 2024 – Committee of the Whole

On Wednesday, October 16th City Council held an on-site Committee of the Whole meeting at Shelden Park pavilion for two agenda items: Noble Library and Sheldon Park issues and the subject matter of custodial services at the Jack E. Kirksey Recreation Center.

The subject matter of Alfred Noble library has been a popular discussion for several years. The Library Commission recently voted to decommission the facility, so it is now city property and not a library. Over 50 residents attended the meeting and many spoke about their interest in the Noble building and the park.

Council President McCullough is specifically requesting $20k be included in the upcoming budget to fund a box up of the building, an in-depth assessment of its condition and a conceptual design of what the building could be in the future.

It was made clear that there are no plans to replace the park for a development project. This item remains in committee.

On the topic of custodial services at the Recreation Center, this matter was previously brought to Council but removed by the administration for further discussions with DPW and 192 custodial staff. It is being recommended that private services be used for overnight cleaning because 192 could not find staff for the shift. This moves forward with an approving motion.
