On Monday, October 14th City Council held a Capital Outlay and Infrastructure Committee meeting to discuss the planning, design and construction of the new Civic Center Campus.

Following an interview and scoring process with members of the administration, Council and Plante Moran Realpointe, the administration made the following selection recommendations related to the construction and design of a new City Hall and the future plans for the entire Civic Center Campus.
- Master Planning Services- HED
- Civil Engineering Services- OHM
- Architect Engineer Services of City Hall- HED
- Traffic Study Services- Spalding DeDecker
- Surveying Services- Spalding DeDecker
Council put forward an approving motion for the Master Planning Services, Civil Engineering Services, Architect Engineer Services and Surveying Services. TheTraffic Study costs falls below $20,000 and does not require Council approval.
The timeline for these services are the following: Surveying and Traffic Study would be done this year, a master plan proposal would be ready by April and architect designs for a new City Hall would be ready by July/August.
The costs for these services (roughly $3M) will currently come from the building improvement fund but would be returned to that fund and be paid from the bond used to fund the new City Hall. As a reminder, the bond is a no-new tax bond that would be paid using cost savings from changes to the retiree healthcare plan.
Funding for the other project areas at the corner of 5 and Farmington will be sought via a millage that would be on the August 2025 ballot.
