November 1, 2023 – City Council Meeting

Here is a summary of the November 1, 2023 Regular + Study Meeting of Livonia City Council.

Library Director Kristen Edsen introduced the library’s strategic planning process. Residents can visit the website to take a survey, sign up for a focus group and share their priorities for the library. https://libraryiq.mysocialpinpoint.com/livonia-public…

Clerk Susan Nash provided a reminder for the Tuesday, November 7th election. 19,043 absentee ballots have been sent out and 10,849 have been returned (57%). Learn more about the upcoming election: https://livonia.gov/199/Vote-Livonia

The following items were approved:

  • Meeting minutes + consent agenda
  • Letter of support for a conservation easement along Bell Branch of the Rouge River within Blue Grass Park by Ashley Capital
  • Storm water maintenance agreements
  • Closed Committee of the Whole meeting to be scheduled for discussion of Middlebelt Plymouth Venture, LLC v City of Livonia; U.S. District Court Case No. 2:22-cv-12734

The following were approved for the consent agenda:

  • 5 year extension for Plante Moran
  • Wage adjustments for part-time Parks and Recreation employees
  • Waive bidding process for new playground equipment at Mies Park
  • Amend agreement with Canton Township for reimbursement of day passes for Kirksey Recreation Center. The city will accept resident rate payment by the township while their residents use the facilities during construction at Summit on the Park
  • Multiple bid requests
  • Items to be addressed at the next regular meeting:
  • Soave Homes petition for 5 single family home development at Parkdale Avenue between Arthur Avenue and Levan Road
  • 5 year contract extension with Tyler Technologies

The following item was approved and an ordinance will be introduced at the next meeting. Parksite AA will be renamed Lions Park to honor the work of the Livonia Lions Club in that area, Devon-Aire Woods Park will be renamed John T. Dufour Park to honor Livonia’s first Parks and Recreation superintendent and the pool area at the Recreation Center will be renamed the Ronald R. Reinke Aquatic Center for another Parks and Recreation director who helped provide the city with the Recreation Cener, Fox Creek Golf Course and more.

The 2024 Road Repair Program was approved. This includes 59 segments (nearly 15 miles) of road in the city and will cost approximately $10.2M (from the Roads Millage). Public meetings were held on October 5th and 18th to offer residents the opportunity to recommend areas for repair.

The matter of limiting city mailings prior to Election Day was referred to the Committee of the Whole.
