On Monday, July 17th, City Council held a Capital Outlay and Infrastructure Committee meeting on the Bell Creek erosion issues and the Facility Condition Assessment and Space Needs Assessment . Committee meetings are not recorded and the VRS team attended in person to learn more about this topic.
The first topic discussed involved a specific resident’s issue with property erosion due to Bell Creek. The City received a million dollar grant from MEDC to address flooding issues in the community, $250,000 was designated for Bell Creek. $50,000 was used for a mitigation study by OHM and a proposal was developed; however, due to a combination of factors including EGLE approval process, reservations by homeowner and prohibitive cost of the project, this will remain in committee but the most recent mitigation proposal will not be pursued.

Plante Moran will be doing a Phase 1 extension of the previous study done to include Fire Stations 3, 4, 5 and 6. Phase 2 will include a site program program, budget and schedule for City Hall, Livonia Police Department and Livonia Fire Station 1 to determine what the needs are for these space in the future and what is the estimated cost to address those needs. This information can then be used to determine what priorities and direction the cit will take in the long term.
Phase 2 will cost $125k (Phase 1 cost $120k) and will come out of the building improvement fund. This project was budgeted for $300k but City Council will have to approve the use of the $125k at a future meeting.
