State Representative Matt Koleszar spoke during public comments to remind residents that the state’s new hands-free driving law will go into effect on July 1st. Michigan is the 26th state to pass this law. You can use docked phones and car screens but if a phone is in your hand while driving that will be illegal. There will be increased enforcement during the 4th of July weekend.
The consent agenda was approved and the following items:
A block party was approved
Water and sewer rate increase received roll call votes. New rate goes into effect after July 1st
Special assessment approved for residents who have not paid the charges connected to the sidewalk program. A second notice will go out on July 11th to approximately 50 residents who have not paid or established an installment agreement.
Item 14 was moved to the next Council meeting because there were not 5 Council members present (Donovic, Bahr and Toy were absent due to prior commitments).

Consent items of note:
A hydro-excavation of water service lines in Livonia will be performed to catalogue the types of lines and identify lead lines to replace. Work for this project will be paid for with the Drinking Water Asset Management (DWAM) Grant.
For the next Regular Meeting 7/10:
DPW presented a proposed installation and rental of a temporary chiller at the Bennett Library because the building is currently operating with 1 of 3 chillers in operation. A permanent replacement is in the process of being ordered but could take up to 2 years to have installed. The request to use up to $161k of the library’s unexpended funds budget for a 2 year temporary chiller was discussed in detail and put on the regular agenda. The permanent replacement is estimated to cost $1M.
Requests to renew contracts related to the city’s landfill were put on regular to provide the administration time to present a status of the landfill including an environmental impact review.
